Are 650nm 100mW red lasers safe to view at without eye protection?

Absolutely NOT! A 100mW laser is 100 times the eye-damage threshold for a laser. That is to say, if you looked into the laser, it would do immediate, permanent eye damage. If you were to look into a weak reflection of this laser, like off of a window, it would probably do immediate, permanent eye damage. A laser that powerful would be extremely un-safe. Such lasers should never be used without proper safety precautions. They are a great way to go blind.
